About the ORA

Founded in 1927 and incorporated July 24, 1941, the Oklahoma Rifle Association has a long history of supporting the firearm community in Oklahoma as the NRA state affiliate. This is accomplished through hosting competitions, supporting local clubs, reaching out with news and updates through ORA’s media channels, and advocating for the second amendment.

ORA’s Statement of Principles

The Oklahoma Rifle Association will support the firearms community in the state of Oklahoma by:

  • Defending the individual’s right to keep and bear arms as guaranteed by the 2nd Amendment of the Constitution of the United States of America.
  • Serving as the official NRA affiliate for the state of Oklahoma.
  • Representing the firearms and shooting communities to our elected officials.
  • Promoting and providing for the safe enjoyment of firearms through competitions, matches, training, and other organized activities within the state.
  • Collaborating with and supporting firearms-related clubs and organizations within the state.

ORA Board of Directors

Mark Vaughan

President

Mark Vaughan is a board member of the National Rifle Association (NRA) and Endowment Life member. He is a dedicated competitor and outdoorsman, and has been nominated for re-election to continue his service to the organization. Mark also serves as the Vice-Chairman of the Education and Training Committee and is a member of the Law Enforcement Assistance and Clubs and Associations committees. He has worked with the Oklahoma County Sheriff’s Office since 2010, and was awarded the NRA’s Law Enforcement Officer of the Year in 2014 for his actions in stopping an extremist attack at a food facility in Oklahoma. For 25-years, he’s been a trustee of the Oklahoma City Gun Club, where he has overseen its expansion and supported programs such as Women on Target and youth shooting programs. Mark is also an experienced businessman, having grown Vaughan Foods to a publicly traded enterprise until 2012, and remaining active in the food and logistics industries.

David Gaskill

Vice President

David Gaskil David Gaskill has over 37 years of experience as an electrical engineer in the field of military avionics. Throughout his career, he has worked for various companies in the industry, and in the last 10 years, has held positions such as Engineering Manager and Senior Manager. David is also a licensed gunsmith and has previously operated a gunsmithing business in North Texas. He is a life member of several organizations that promote the Second Amendment, including the Oklahoma Rifle Association, Second Amendment Foundation, Texas State Rifle Association, and Single Action Shooting Society. He is also an Endowment Life member of the National Rifle Association (NRA).

Charles Meloy

Treasurer

Charles Meloy is a veteran who served his country for over two decades in the US Navy, Army National Guard, and Coast Guard Auxiliary and is life member of the VFW and American Legion. He has served the firearm community for years at the Oklahoma City Gun Club as division chair and board member, as the organizing officer at H&H Precision Shooters, founding member of the Competitor Shooters of Mid America, founding officer of the Oklahoma Sharpshooters, the ORA as a life member and Pistol Director and as a life member of the NRA. Currently he holds a Class 3 Coaches certificate in Olympic Pistol and Olympic Rifle, and is a NRA and CMP designated Range Safety Officer. Professionally he holds multiple degrees in engineering, business, and management and planning. He has worked with the State, Indian Tribes, and small cities in their growth and development.
